On November 21, 2009, Continental Congress 2009 concluded its 11 days of deliberating, debating and voting.

116 delegates from 48 states set out to review the Government’s violations of fourteen of our Creator-endowed Rights, each of which are guaranteed by the Constitution, and how the Free could put an end to those violations.

With the knowledge that the People have exhausted their administrative and judicial remedies, - i.e., having claimed and exercised their First Amendment Right “to Petition the Government for a Redress of Grievances,” with no legitimate response from either the Judicial, Congressional or Executive branches over the last fourteen years, the delegates met to consider their constitutional remedies.

Their emerging work product, titled Articles of Freedom, is testament to a measured, deliberative and lawful process that all Americans can be proud of.

For each of the fourteen violations, all the delegates, sitting as the Continental Congress, and often with the assistance of expert presenters live streamed worldwide (www.cc2009.us/archives), first reviewed the facts. Each matter was then referred to a sub-committee that was charged with recommending “Remedial Instructions” to federal officials and each of the several States, and “Civic Actions” for the People to ensure the government’s compliance with the Remedial Instructions. The Committee of the Whole then deliberated, debated and voted on the sub-committee’s recommendations, either amending or substituting its will. Finally, all the delegates, sitting as the Continental Congress, deliberated, debated and voted on the recommendations advanced by the Committee of the Whole, either amending or substituting its will.

All the proceedings of Continental Congress 2009 were recorded, from the Opening Ceremony to the Closing Ceremony (with the exception of the one and only Executive Session and the meetings of the sub-committees, which were conducted at numerous locations throughout Pheasant Run, typically ending between 1 and 2 A.M.). Most of the sessions were streamed live over the Internet and have been archived at www.cc2009.us/archives.

The Articles of Freedom demonstrate that we are in our Republic's 11th hour. It is undeniable that the leaders and members of each branch of the federal Government have failed to uphold their oaths of office, are ignoring the Constitution, committing acts far outside the Law, and when Petitioned for Redress by the People they refuse to respond.

If we are to remain Free, it is time for the People to take assertive, curative civic actions, which although peaceful, lie beyond the well-tread paths of (ignored) petitions, (corrupt) two-party elections and “tea party” rallies searching for direction.

It is now time for the Free People to come together to enforce their Rights, lawfully and constitutionally. The First Amendment’s Redress, or “accountability” clause, embodies the People’s natural Right of Enforcement, as any Right that is not enforceable is not a Right – i.e., it is well settled in American jurisprudence that with every Right there is a Remedy. It is also well settled that silence is an admission of guilt, when one who is obligated by law to speak refuses to do so.  The silence of our government officials speaks volumes.

If we don't claim and exercise our Right to hold our servant government accountable, then each of our Natural, Un-alienable, Individual Rights will atrophy and die. Indeed, this process is well underway.

The Articles of Freedom establish the pathway back to Constitutional Governance. It is time to Instruct our servants on how to Remedy what we have allowed them to ruin.

The Declaration of Independence and the Constitution, if obeyed, will save America.  

To that end, we encourage you to review the "Preamble" and "Civic Action" and “Pledge” sections of the Articles of Freedom that Continental Congress 2009 adopted (printed below).

Final preparation of the Articles of Freedom is expected to be completed within a few days. Each section of the Articles of Freedom as adopted by the Delegates is being edited for style, consistency, grammar, spelling and errors. It will then be provided to each of the Delegates for final approval before being released to the public.

Financial SOS !!

We are so very grateful for the financial support CC 2009 has received throughout the year. We extend a hearty “thank you” to each and every donor.  

We are pleased to be able to say that we have paid in full all monies due Pheasant Run, for the use of their outstanding meeting facilities and for lodging and feeding all the Delegates, staff and visiting presenters and faculty. 

Please know that there remains approximately $100K of unpaid invoices, consisting largely of the cost for the professionally produced video and audio record of the full eleven-day event. 

The good news is Pheasant Run allowed us to bring in our own AV/webstreaming contractor, releasing us from the contractual requirement to use their Contractor.  This reduced our cost by a very considerable amount.  

For $94,859, WTP hired an six-member team of professionals who arrived at Pheasant Run with a “boatload” of equipment to record and stream live the entire video and audio record of the 11-day event. To make the required down payment, Bob Schulz used his personal credit card, borrowing the $20,000. Full payment of the $20,000 and the balance due the contractor ($74,859) needs to be paid soon. 

The entire video and audio record of the 11-day event rests on two 1.5 terabyte hard drives, which are the deliverables by the Contractor in exchange for full payment. We will not be able to begin preparing and producing the official, edited, historical record of CC 2009 for distribution on DVDs until we honor our prior contractual commitment.  

Our Contractor has done a remarkable job and continues to stream the raw archives on-demand at www.freedom.tv/cc09.  Considering this represents over 100 hours of live streamed source video, our outstanding obligation amounts to less then $1000 per hour for not only the onsite services of a six man professional crew, a state-of-the-art production control room, and live web streaming to tens of thousands of unique viewers, but also includes the high resolution native video/audio files that are the digital record for America.  We urge you to sample the video archives to see what our investment returned.  

In addition, there is a balance due the CC 2009 Parliamentarian, and a balance due the silver company which mints the pure silver Continental Congress 2009 medallions as well as performs order fulfillment, shipping, etc. These special project costs are, of course, beyond the normal monthly operating expenses incurred by the We The People Foundation and Congress, which also need to be covered. 

The more quickly the Foundation can put these CC2009 project costs behind us, the more quickly we can mobilize and focus on implementing the “next step” in bringing the “Articles of Freedom” and the DVD’s to the American People and building the critical mass needed to invoke the en masse program of citizen resistance, vigilance and action needed to restore our Constitution.

Continental Congress 2009 culminates almost a full year of dedicated effort and a huge investment (financial and otherwise) by many supporters in creating a viable plan of action for the People to restore Liberty – peacefully.  We have succeeded thus far– and now we need your help to close out our financial ledger and move forward quickly so that we, together, can implement our plan – the “Articles of Freedom.”

Preamble

In defense of a free people, the time has come to reassert our God-given natural rights and cast off tyranny.

Let the facts reveal - the federal Government of the United States of America, which was instituted to protect the rights of individual citizens, instead - threatens our Life, Liberty, and Property through usurpations of the Constitution; and emboldened by our own lack of responsibility and due diligence in these matters, has exceeded its mandate, and abandoned those Founding Principles which have made our nation exceptional;

Our servant government has undertaken these unconstitutional actions in direct violation of their enumerated duties, to the detriment of the People's Liberty and the Sovereignty of our Republic;

Over many years and spanning multiple political administrations, the People who have, in good conscience, attempted to deliberate our grievances and voice our dissent against these offensive actions through both petition and assembly, have been maligned and ignored with contempt;

The people of the several States of Alabama, Alaska, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin, and Wyoming, justly alarmed at these arbitrary and unconstitutional actions, have elected, constituted, and appointed Delegates to meet, and sit in general Congress in the city of St. Charles, Illinois.

Whereupon these Delegates, as duly-elected representatives of the several States, have gathered in defense of Divine Justice, Liberty, and the principles of limited government, and we stand in clear recognition of the Supreme Law of the land - the Constitution for the United States of America.

Therefore, We demand that Government immediately re-establish Constitutional Rule of Law, lest the People be forced to do so themselves; and we hereby serve notice that in the defense of Freedom and Liberty there shall be NO COMPROMISE to which we shall ever yield.

Civic Action

Delegates to Continental Congress 2009 and others from each of the several States shall serve this document titled, Articles of Freedom, with its Remedial Instructions, on each United States Senator and Representative in their offices located in their respective States, placing them on notice that We the Free People of America believe them to be in violation of their Oath of Office and the Constitution for the United States of America.

When a goodly number of millions of American people agree, we will therefore withdraw our financial support from the federal government, in a lawful and constitutional manner, and implement other responsible Civic Actions until all violations of the Constitution for the United States of America CEASE.

Through the Creator as our witness, we hereby pledge our signatures to this end, in order to hold our elected and appointed officials accountable for all of their violations, with a reminder to our public officials that they have sworn an Oath (or Affirmation), to Preserve, Protect and Defend the Constitution for the United States of America. 

We the undersigned renounce and condemn INITIATION of force and will pursue all lawful and Constitutional means to fulfill our duty.

PRAYER FOR CONTINENTAL CONGRESS 2009

(This prayer was first given by Judith Montgomery Whitmore, CC 2009 Chief of Staff, at the Opening Ceremony of Continental Congress on November 11, 2009, and then each morning of the Congress thereafter and finally, at the Closing Ceremony on November 21, 2009.) 

Almighty God,  

On this day, the eleventh of November, in the year of our Lord two thousand and nine, we turn our attention to Thee and those who Minister with Thee, to Protect and Guard this Nation and the Rights of Free Men. 

As we enter into these deliberations (subject matter of the day was specifically defined here), we Humbly ask for Thy Guidance, Illumination, Protection and Peace that we may know Thy Will for our Beloved United States of America and this Continental Congress.  Give us the Strength, the Energy and the Courage to do what is Right through this Body. 

At all times, Protect those who are gathered here, our loved ones and all who are standing now for the Rights of Free Men, not only in this time together, but as we move forward to Fulfill your Plan. 

We ask Thee to Enfold us in that which You Know will enable us to Carry on the Sacred Trust given by our Founding Fathers, through Whom Thy Voice was heard.  

We offer all we are or have or ever hope to be into this Service for our Country and Fellow Man.  Unite us as One Heart, One Mind, One Body.  

We give Thee ALL Credit for All Good that may come from our humble efforts and we ask Thy Great Mercy and Forgiveness for the wrongs which have been committed against the Charters of Freedom which Thou gave to this world through the American People. 

May we carry on the Torch of Liberty that all on this earth may one day know the Gifts and Blessings Thou intend for each of us.  

We offer this Prayer to Thee, Our Creator and Nature’s God, with a Firm Reliance on the Protection of Divine Providence.

Final Comments:

The CC 2009 Delegates endured great challenges in their time together, filling morning, noon and evening with passionate debate about the state of the nation and the Constitution.    Strong in their patriotism, outspoken in their views and determined to stem the tide of hypnotic deception and tyranny, a Brotherhood of Liberty emerged out of the challenging experiences which faced the group.

In the end, Continental Congress delivered on its promises to establish a potent public record of the numerous violations of the Constitution currently suffered by the nation; to adopt a compilation of strongly worded “Remedial Instructions” to be served upon both federal and state officials to cure those violations; and to articulate a series of concrete “Civic Actions” the People could take to (peacefully) enforce the First Amendment Right to Petition and to secure Redress for those violations – if -- and only if,  “a goodly number of millions of Americans” rise in support of the common cause of Resistance.

In short, the American people now have a plan to end and reverse the tyranny of this time.  

Beyond “Tea Parties” and beyond elections – the People now possess a viable, plan, developed by their fellow Americans to restore Constitutional Order and secure the Light of Liberty.  

The adopted committee reports, Instructions and Civic Actions of CC2009 are being joined together into one document, which is now being prepared for production. 

In its final form, this document will go down in history as the “Articles of Freedom.”  If understood and followed by Congress and the State Legislatures, the violations to our Constitution will cease and be replaced by strategies and actions which will restore our Charters of Freedom as the Supreme Law of our Land.  

The “Articles of Freedom” end with an invitation to pledge support for a proposed civic action plan.  A new website and database system is being designed to support what we trust will be millions of online signatures by the People showing their resolve. 

For those who seek to know more about the Constitution and its original intent; to consider factual accountings of the unconstitutional behaviors of our government and their effects; and to hear how the Delegates worked through the process of discussing and deciding what could be done, archived videos are available for viewing at www.CC2009.us/archives and www.Freedom.tv/cc09.

As if the Purpose and Fulfillment of the CC2009 Agenda was not substantive enough to demand the Delegates’ complete energy and concentration, viewers can see the continuous challenges arising from individuals and internal/external forces that sought to block, stop, delay or alter the meeting and credibility of the group. 

There were Delegates intent on advancing personal theories of constitutional law, there were Delegates upset at alleged slights against the Creator arising out of the language used in the adopted articles. Some Delegates stooped to personal attacks or called upon parliamentary hyperbole in order to advance their opinions.  As the peak discussions on civic actions took place, the possibility of infiltrators into the meeting seemed a reality.    

A small number of Delegates walked out of the Continental Congress 2009 proceedings two days before the end after causing a ruckus.  Some of the live streams made “reality television” seem docile.


The Process of Resistance Has Been Charted

In the end however, a Brotherhood of Liberty arose and prevailed which now finds its energy rooted throughout America, embodied in those who came and gave their all for their country and their fellow citizens. 

The People will soon be able to view and consider the proposed blueprint which shows the “structural” design for a viable process to peacefully restore Constitutional Order. 

The first legs of this long journey through the “boisterous seas of Liberty” have been charted.  The People now have it within their possession a first plan of concrete actions that each and every American can take in their own lives in (peacefully) exercising the Fundamental Right of Popular Sovereignty to cure what ails our Republic. 

All that is now required is the support of the American People.
